Invitation to Tender—Estate Agency services for property acquisition

The IFRS Foundation is reviewing options for relocating its London offices, due to its lease at 30 Cannon Street expiring in September 2018. The IFRS Foundation may move to an alternative location, possibly overseas, but would prefer to remain in the UK, either within the City of London or its outskirts.

The IFRS Foundation is looking for premises, on one floor, to a maximum of 21,000 sq/ft at a competitive market rate over the duration of the lease.

Scope of services required

The services will include, but are not limited to:

  • identification of and advice concerning suitable properties for rent;
  • assistance with Landlord negotiations;
  • advice on pricing strategy;
  • assistance with the appointment of fit out companies and associated Project Managers;
  • assistance with dilapidations with regard to our current premises;
  • building surveys and regulations;
  • risk management; and
  • other ancillary services as identified during the course of the programme.

Period of appointment

The initial appointment will be until we sign a new long-term lease or officially decide to relocate outside the United Kingdom, at which point further negotiations will take place.

Tender process

Each firm is asked to submit a written proposal setting out how they will meet the requirements outlined below. This proposal should be submitted by Friday, 3 February 2017. Between now and 3 February 2017 we have made provision for each firm to arrange a conference call with our staff to enable firms to obtain further information about our organisation and the scope of the review. After the proposals have been received, a selected number of firms will be asked to discuss their proposal with senior management. It is anticipated that these presentations will take place during the week commencing 13 February 2017. Precise timings will be confirmed in due course.

Proposal requirements and criteria for assessment

1) Details of firm and experience

  • Examples of previous relevant projects worked on;
  • experience of working with not-for-profit clients;
  • summary of potential benefits to us of selecting your firm; and
  • details of internal processes used for quality assurance.

2) Understanding the business

  • Demonstrate a clear understanding of the nature of our business and the structure of the organisation.

3) Resourcing

  • Names of your core service team, location and relevant experience;
  • information on how involved the senior consultant will be in the work;
  • the time key team members will commit to an appointment;
  • staff continuity; and
  • references for the firm and each core member.

4) Approach

  • Explanation of the approach your firm will take in assisting us with its relocation project;
  • explanation of the services that your firm is able to provide, either in-house or via co-operation with other partners; and
  • provision of a schedule outlining significant milestones.

5) Governance and independence

  • Confirm whether your firm has any potential conflicts of interest;
  • confirmation from your firm that it will ensure compliance with independence requirements; and
  • confirmation from your firm that it will take all necessary steps to ensure its independence.

6) Fees

  • Provide a competitive fee quote that should provide us with value for money, including but not limited to alternative fee structures and billing arrangements;
  • provide a detailed schedule of how and when fees would be charged based around the milestones schedule; and
  • confirm that any out of pocket expenses must be borne by you or pre-approved with the IFRS Foundation.

7) Other

  • Please also provide details of up to three clients that we can contact for references; and
  • details and amounts of liability insurance cap, if appropriate.

The deadline for receipt of the proposal is 5pm on 3 February 2017. No tender will be opened prior to this deadline so please make all correspondence clearly identifiable.
